Now what I did to achieve this..
 
I used Alien Skin Eye Candy 4000--- filter Swirl   with the following settings..
 
Then I added a Glausen Blur of 4...

Then To do the edging I selected all..  Then went to SELECT/MODIFY/CONTRACT/4 on the first and 6 on the second..
Then go to SELECT/INVERT 
 
Then I went to blinds..  Used the following settings.. For the color Click on your ribbon and get the color and then pic a darker color from there..
 
Then wala.. All done.. Easy!!
